Each member of the Boys & Girls Clubs of Skagit County Board of Directors has three key areas of responsibility:

Administration
The Boys & Girls Clubs of Skagit County Board of Directors are responsible for supporting the mission and core beliefs of the Boys & Girls Clubs of America as well as the vision and programs of each of our four Clubs in Skagit County. Administrative purview includes strategic planning, fiscal accountability, organizational policies and procedures, and board governance.

Advocacy
The Boys & Girls Clubs of Skagit County Board of Directors are responsible for advocating on behalf of the Boys & Girls Clubs of Skagit County organization as well is its programs, staff, volunteers, stakeholders, and most importantly – its Members. Advocacy duties include attending organization wide and club specific special events, scheduling Club visits with stakeholders and donors, and representing the Boys & Girls Clubs of Skagit County at various service/professional organizations, etc.

Development
The Boys & Girls Clubs of Skagit County Board of Directors are responsible for taking a large role in raising funds on behalf of the Boys & Girls Clubs of Skagit County. Fundraising obligations include maintaining and cultivating a donor portfolio, making a personal contribution to the organization, participating in our three major annual fundraising events and securing high level corporate sponsorships.

In addition to working at Farmers Insurance Agency in Burlington, Mike has served on the Board of Directors for 8+ years. He supports the Boys & Girls Clubs because, “the kids in our community need a safe and fun place to be after school.”

Mike is also involved in the Boy Scouts Skagit District.

He lives at Big Lake with his wife Victorian and son, Matt. Mike and Victorians have 4 other grown children, Kelli, Nichole, Adam, and Stephen.

Annette Booth finds great satisfaction being involved, both professionally and personally, in her community. As the owner of an Allstate Insurance Agency in Mount Vernon, Washington she provides the greater Skagit community with a full line of home, auto, business and life insurance products. She is proud of working directly with her clients to assist them in selecting the right insurance coverage that fits their individual and family needs.

Aside from her insurance business, Annette is President of the Board of the Skagit County Boys & Girls Club volunteering her time and resources to raise money to help support the children and families in our community. She is also an active member of the local Chambers of Commerce, and the Economic Development Association of Skagit County, and is a supporter of Hospice of the Northwest and the Humane Society of Skagit County Valley.

Before moving to Skagit County, Annette worked for Girl Scouts Totem Council where she was the project manager for the successful $7.7 million capital campaign. Prior to Girl Scouts, she worked in the Washington State Congressional delegation for over ten years, operating in key management positions, in Seattle and Washington DC, for both United States Senators Patty Murray and Maria Cantwell.

When she is not working in her business or volunteering in the community, Annette can be found enjoying the outdoors with her 2 dogs, husband and being an avid equestrian.

Bill Overby – Member
Skagit Valley College

William M. Overby, a native Washingtonian, was raised at Deer Lake in northeastern Washington. After earning a Bachelor of Arts degree in Park Administration from Washington State University in 1972, Bill began a career spanning over 32 years with Washington State Parks, serving throughout the state. It was while managing the Deception Pass area that Bill began an association with Skagit Valley College as an instructor in its Parks Resources Management and Criminal Justice programs. Involved with park ranger training since 1985, Bill has been a lead instructor or academy director for the past 27 years at Skagit, and as a training instructor for many years with State Parks. The federally-accredited program he manages for the National Park Service is one of only seven in the United States. His service was recognized by being named the winner of the prestigious 2007 President’s Award by the Washington Recreation and Park Association. Retiring from State Parks in July 2003, Bill was hired by Skagit Valley College to lead the Criminal Justice Program and Academies. Eager to improve his knowledge, he returned to school and completed his Masters in Criminal Justice from Boston University in 2009. As a faculty member, Bill instructs courses in multiple subject matter areas, and has also studied policing strategies and techniques in England, Northern Ireland, Australia, Vietnam and Canada. As the Director of Security Services for Community College District #4, serving Skagit Valley College’s campuses and centers in Skagit, Island and San Juan Counties, he was elected to a five-year term as the charter Chair of the Washington State Safety, Security and Emergency Management Council, a subsidiary of the Washington State Board of Community and Technical Colleges. He was also elected in January 2017 to serve as Chair and Chief Executive Officer of the National Partnership for Careers in Law, Public Safety, Corrections and Security. He is the founder and president of Cross Island Consulting and Training Services, LLC, and is also an Advisory Board Member for McGraw-Hill Publishing Company, in the area of Terrorism and Homeland Security. Bill and his wife Tee live on Camano Island and have five grown children and twelve grandchildren.
